A report said Microsoft had won the rights to stream Grand Theft Auto VI on Xbox Cloud Gaming from its November 19 launch. Xbox strategy chief Matthew Ball then said the game will not stream exclusively on Xbox and will not stream to PCs.
That leaves a lot unanswered. Neither Microsoft nor Rockstar has confirmed which devices, if any, will be able to stream GTA 6. Rockstar has not announced a PC version, so PC-only players will need a console.
For launch day, a PS5 or Xbox Series X or S remains the safe bet.
For a few hours, it looked as if you could play Grand Theft Auto VI on a laptop without waiting years for a PC version. A report said Microsoft had secured the rights to stream the game on Xbox Cloud Gaming from launch day. Then Xbox stepped in to correct it, and the picture is now a lot murkier.
Here is why it matters. GTA 6 launches on November 19 on PS5 and Xbox Series X and S only, with no PC version announced. Cloud streaming runs a game on Microsoft’s servers and sends it to your screen like a video, so it could let people without a console play. Whether GTA 6 on Xbox Cloud Gaming actually happens, and on which screens, still is not settled.
It has been reported but not officially confirmed. According to people familiar with Microsoft’s plans, Xbox chief executive Asha Sharma told staff at an all-hands meeting that the company was preparing something around GTA 6 that no other platform holder was doing. Those sources said she meant a deal for the game’s streaming rights, starting at its November launch. It was not clear how long the deal would last.
The first version of that report called the deal exclusive. Xbox chief strategy officer Matthew Ball pushed back on X. He said the excitement had led to some misreporting, that Xbox looks forward to launching GTA 6 on November 19, and that the game will not stream exclusively or to PCs.
That statement rules out two things but confirms very little. Saying it will not stream exclusively suggests it will stream somewhere. Yet Xbox has never plainly said GTA 6 will be on Xbox Cloud Gaming, and as of October 21 neither Microsoft nor Rockstar had confirmed whether the game will be available to stream at all.
Xbox has been clear on this point: GTA 6 will not be playable through cloud streaming on a Windows computer. That disappoints many PC players, who had hoped streaming would be their way in before Rockstar releases a proper PC port.
Rockstar still has not announced a PC version. If you only have a computer, you will need a PS5 or Xbox Series X or S to play at launch.
It is less clear what happens on other screens. Xbox Cloud Gaming normally works on phones, tablets, some smart TVs, Fire TV devices, Meta Quest headsets and web browsers, as well as Xbox consoles. Ball’s wording leaves those open, but Microsoft has not said which, if any, will support GTA 6.
Even if GTA 6 does stream, playing it mostly in the cloud will not be cheap or unlimited. From November, the same month the game arrives, Microsoft is capping cloud gaming each month:
GTA games tend to swallow dozens of hours, so those caps could run out quickly for anyone playing mainly through the cloud. Ultimate members can buy extra hours.
Microsoft is also opening cloud gaming to people without a Game Pass plan. On October 21, Xbox announced Cloud Playtime packs, which it is testing with members of its Xbox Insider program at what it calls introductory pricing:
Unused hours carry over until you spend them. At those prices, two 50-hour packs would buy 100 hours of streaming for $23.98, about 24 cents an hour.
There is an important catch: you must buy the game first. The fine print says Cloud Playtime needs a cloud-playable game purchase, so the packs pay only for streaming time, not for GTA 6 itself.
For now, the reliable way to play on November 19 is still a PS5 or an Xbox Series X or S. Sony holds the marketing rights to the game, and Rockstar has promoted it as playing best on PS5, though Xbox insists GTA 6 pre-orders on its consoles are in line with how many Xbox consoles people own.
If you do not own a console and hoped to stream on your PC, that is off the table. If you play on a phone, tablet or TV, wait for Microsoft to confirm device support before counting on it. And if you already own an Xbox, cloud streaming would be a nice extra rather than a reason to change how you buy the game.
At the same staff meeting, Sharma also said the coming Xbox hardware, code-named Project Helix, will span several devices, and partner companies will build some of them. Microsoft and AMD announced a multi-year partnership last year to work on a range of devices, including the next Xbox console.
